UAE Gender Balance Council And Global Council For SDG 5, In Partnership With Kearney, Unveil Guidelines To Tackle Gender-Based Violence In The Digital Domain
The UAE Gender Balance Council and the Global Council for Sustainable Development Goal 5, in partnership with the global consultancy firm Kearney, today unveiled a landmark document that tables comprehensive guidelines on counteracting gender-based violence in the digital domain on the second day of the Global Women’s Forum Dubai 2024, held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
The ‘Gender-Based Violence Policy Guidelines’ seek to address the bane of technology-facilitated gender-based violence (TFGBV), calling upon technology companies and digital service providers to devise multi-dimensional strategies to address its root causes.
The document explores the myriad aspects to be considered in policymaking while finding the right balance between the need to ensure safety within online spaces and uphold basic freedoms, including the right to free expression, access to information, and participation in digital communities.
The guidelines suggest approaches for tech firms and digital service providers to identify, evaluate, and mitigate TFGBV. The corrective measures envisage greater transparency, accountability, and continual improvement in practices across the digital landscape, particularly in areas of product development, governance, enforcement, improvement, and transparent documentation of digital services.
Her Excellency Mona Ghanem Al Marri, Vice President of the UAE Gender Balance Council, and Chairperson of the Board and Managing Director of the Dubai Women Establishment, said: “The UAE Gender Balance Council and the Global Council for Sustainable Development Goal 5, which is part of the UAE NationalCommittee on SDGs, have been actively working to address the topic of technology-facilitated gender-based violence (TFGBV). Today a new milestone has been achieved. In partnership with the leading global consulting firm Kearney, we introduce a new set of guidelines for this pressing topic that has been acting as a significant barrier to building an inclusive and safe digital ecosystem. These guidelines reflect the UAE’s commitment to fostering an inclusive digital environment.”
“As technology continues to reshape our lives, it is vital that digital platforms serve as tools for inclusion and progress. These guidelines provide a practical framework for technology companies and stakeholders to prevent and mitigate TFGBV. The document highlights the multifaceted nature of TFGBV, offering mechanisms that can help stakeholders integrate these considerations into their strategies and policies,” she further said.
“We thank Kearney and the Global Council for SDG 5 members for their valuable inputs to this document. By adopting these guidelines, organisations have the opportunity to help shape a safer, more inclusive digital future. This not only advances the UAE’s vision but also supports the global movement for equality and inclusion in the digital world,” Her Excellency added.
Her Excellency Mouza Al Suwaidi, SecretaryGeneral of the UAE Gender Balance Council, said: “The launch of these guidelines marks an important step toward creating a digital environment where everyone, regardless of gender, can thrive safely and inclusively. Technology-facilitated gender-based violence is a global challenge that requires collective action, and this initiative exemplifies the UAE’s leadership in fostering gender balance and equality while ensuring a safe and secure digital space for all. By working together with industry leaders, policymakers, and global experts, we are building a foundation for a more equitable and secure digital future. These guidelines not only address immediate challenges but also set a precedent for long-term, sustainable strategies to ensure digital platforms empower individuals while safeguarding their rights.”
Elena Siegel, Partner at Kearney, said: “While the rapid evolution of technology and digital platforms presents immense opportunities, the prevalence of technology-facilitated gender-based violence remains a critical challenge, particularly as it discourages women from participating fully in public and professional spheres. Aligned with the UAE’s steadfast commitment to gender equality and its aspiration to continue to lead globally on these issues, the Gender-Based Violence Policy Guidelines offer a strategic, customisable roadmap for technology developers, policymakers, and enforcement bodies worldwide. By embedding proactive safeguards, fostering transparency, and driving accountability, this framework equips stakeholders to build safer, more inclusive digital ecosystems that empower women while upholding essential rights and freedoms.”
The prevalence of TFGBV globally underscores the urgent need for action: 35% of women have experienced technology facilitated gender based violence and harassment, while 65% of women know someone in their professional personal networks who has experienced this type of harassment, and 85% of women have witnessed other women being subjected to technology facilitated gender based violence (TFGBV) in online or digital forums
The guidelines serve as a reference for tech firms to integrate considerations addressing TFGBV within their digital environments, products, and services. The scope of such a shift encompasses key aspects necessary for effectively addressing the problem, such as: defining TFGBV and its various forms, including online harassment, cyberstalking and doxing; prevention mechanisms; reporting mechanisms; support and resources; intersectionality of race, ethnicity and the like; digital literacy and education; training for professionals; community engagement; collaboration and partnerships to promote sharing of best practices internationally; research and data collection; and continuous updating of guidelines to reflect evolving technological impacts and efficacy in addressing emerging challenges.
