SLC To Virtually Hold 2nd Edition Of ‘Legislative Week’ Themed, ‘Legislative Agility For Achieving Viability’

The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) has revealed that preparations are now underway for the second edition of the Legislative Week, which will be presented in virtual format for the first time ever. The event, which will run from November 22 to November 26, 2020, is themed ‘Legislative Agility for Achieving Viability’.

The online event will host legal professionals working across various government entities and a select group of top experts in legislative drafting. The five-day virtual event is hoped to help in exploring the future of the legislative process, while also identifying the means of achieving viability of legislation and enhancing regulatory stability under the dynamic government policies. Adopting legislative agility will help achieving legal and legislative excellence in line with Dubai’s ambitious sustainable development drive.

The Legislative Week 2020 will also feature the ‘Legislation Lab,’ which will present online discussions on several topics such as the ‘Legislation Viability; Everyone’s Responsibility’, ‘Agility and Viability through Legislative Audit’, ‘Proficient Human Capital for Viable Legislation’, and ‘Envisioning the Future of Legislation’. Aside from these discussions, the Legislative Week 2020 will also feature select educational lectures, which include ‘Linguistic Skills for Legal Professionals,’ ‘Mortgage of Movable Assets without the Mortgagee Being Given Actual Possession’, ‘The Role of Government Policies in Achieving Stable and Quality Legislation’, and ‘The Importance of  Assessing the Legislative Impact in Developing Effective and Efficient Legislation.’

As part of the Legislative Week 2020, a number of training programmes, awareness lectures, and interactive workshops will be conducted remotely in the presence of law students from several prestigious universities in the UAE. The move falls in line with the SLC’s efforts to promote legislative knowledge and enhance the efforts of qualifying and building the capacities of the Emirati legal professionals, so they may contribute to developing the legislative system; a basic pillar in achieving the goal of the Dubai Plan 2021, namely, “A pioneering, and excellent government”.

Ahmad Saeed bin Meshar Al Muhairi, SLC’s Secretary General, said:  “We are all excited for the coming edition of the Legislative Week, which serves as a continuation of the remarkable success of its previous edition. The event continues to consolidate the legal culture in the emirate and promote legislative best practices with a view to developing the legislative process in close cooperation with the concerned government entities. The Legislative Week has proven to be a strategic and pioneering platform for promoting legislative awareness and excellence across the Emirati society. The event will offer lectures, discussions, and interactive workshops that will enrich and transfer legislative knowledge with a view to building capacities in line with the directives of our wise leadership to develop a pioneering and excellent government that places the satisfaction and happiness of customers on top of its strategic priorities.”

For his part, Faisal Ahmad Al Zafain, Head of Legislative Awareness Directorate at the SLC, pointed out that the exciting five-day virtual event serves as an annual stage designed to enhance legislative awareness among members of society while attracting high-level government participation. The Legislative Week demonstrates the joint efforts led by the SLC to upgrade the legislative system as a key pillar of the comprehensive development process spearheaded by Dubai.

The SLC Legislative Week 2020 is expected to shed light on several topics, including the viability of legislation as everyone’s responsibility, and the importance of sustainable proficient legal professionals for the development and implementation of viable legislation.  Other topics include the concept of legislative stability and the direct relationship between the stability of government policies, stability of legislation, and achievement of positive outcomes of stability; and prospecting the future in the legislative process; among other topics. Building on last edition’s success, the agenda of the Legislative Week 2020 will feature interactive activities, awareness talks, and educational programmes, workshops, and lectures that will be held virtually to reach the largest possible segment of the target audience.
